The Soviet Union cancelled Foreign Minister Andrei Gromyko’s trip to New York to lead the Soviet delegation to the 38th session of the UN General Assembly and questioned the fitness of the United States as the location of the UN headquarters. A Soviet communique said this followed the failure of the American authorities to assure the security of the head of the Soviet delegation.
The Ganga wrought more havoc as it rose further in Bihar and West Bengal areas, though it was receding in eastern Uttar Pradesh while the Brahmaputra’s tributaries demolished a part of Kokrajhar town in lower Assam, reports said.
